PE new callback for exterior lights

 These lights don't come from LCP-E, the old panel, rather from main electrical room by the photovoltaics. They all key just fine by hand, so i suspect it is a scheduling or photocell problem Cts 8&10 key the parking lots just fine with 17+18 amps of flow. That is a problem, similar to the one we have in the gym - and the fault of circuit specifier/mapper. Continuous duty cts (more than three hours on) can only be rated for 80% of cb ampacity. In this case 80% of 20a is 16a. Out of range. 

Bit that is not the issue. 
If parking lot lites were out, they key fine by hand, so now I have to find the schedule or photocell.

PE wattstopper - 9/28/11

Xfmr shorted. Improper function at wattstopper.  Not responding to commands.  Erratic function.
Finding:
All interior switches are Wattstopper AS100 type.  Exterior lights are not.
AS100 switches  are programmed at circuit board and have a countdown routine to open.
Turning off [interrupting power] to relay with AS100 line voltage switch programmed as connected load results in immediate restoration of power.  AS100 switches require steady power.  They are the smart switch that does the routine.  They get a pulse, of any duration, and when the power comes back on, they start their countdown routine.
Countdown routine means you have five minutes until the lights go off to press the switch.
That means in event of power failure user will have to know to push the wall switch within 5 min.

One test I can do, when rooms are unoccupied, is to see if all the interior relays are programmed as AS100s.  I would do this by pulsing them and seeing if the power is immediately restored.
The program for this resides on the circuit board and is, in this case, programmed in by Delta.

There were burned up relays.
This happened because there was constant calling for closure.
Seems like the original fault was the goober of solder and another piece of metallic dust that came away.  Why did this just now act up was not determined.  The bent pin may have happened during the troubleshooting procedure.

well, the streetlights in front of PE were physically on at 0900.  I have not made any changes to the ems and now they are no longer physically on, altho the ems is calling now at September 27, 2011 10:11:53
Also, all the relays show "off" except D1 & D3.
I can investigate further.  Wish I had a laptop!
I will try first to toggle them all off and then back on.
Then I will go and see what state the physical relays and the wattstopper is in.  I believe the streetlights come from the Pool Equipt Rm back by the locker room.  So I will use the breezeway lights as an indicator since they come from the "bad" board.

Just because the panel, the pipe and the wire have been there thirty years for the insulation to be compromised, but there you are!

Trips set at minimum but the main trips first anyway

Looks kind of wet.
XHHW-2 is a much better insulation than THHW for wet locations. I have seen several failures of THHW in underground conduits, which around here, are water filled.  Plus XHHW-2 is 90 C rated for wet locations and THHN in a wet location is not.

Lucky stars



A laborer with the pipeline company was digging with an iron bar up behind Woodlands .

He struck an unmarked High Voltage line [15,000V]
.
He was lucky to be uninjured but we had a big power disruption.

While we were restoring power, we found that we had no key for the new photovoltaic enclosures at PE. Bob had to pick the lock on the enclosure.
I didn't take any pictures but we found the pool pump house was all quiet. There are no phase loss monitors in any of the new buildings, but the four of the control voltage circuit breakers tripped resulting in complete shutdown of big motors. Don't know if this was designed in by EE or just lucky.
Also one of the three PV cabinets had a faulted 125A CB that shut down that one enclosure.

Recommend District consult with EE if Phase Loss Monitors required before next Hi Voltage event/
